Biotechnology based Opportunities Offered to Science & Technology Departments (BOOST Programme)


Appreciating the need for improvement of research-based facility as well as technical training in Colleges and Universities, for producing quality workforce in Biotechnology, the Department has initiated support mechanisms for improvement of infrastructure in Universities, Post Graduate, Under Graduate Colleges in West Bengal as an integral part of promotion of biotechnology entitled ‘Biotechnology based Opportunities Offered to Science & Technology Departments’ or BOOST Programme.

The scheme facilitates procurement of high end equipment for modern Biotechnology based research to be conducted in Colleges and Universities.

Introduced in the year 2014, 27 UG/PG Colleges and 6 Universities have been funded till date. This year, 11 UG/PG Collages & 3 Universities are getting the fund under BOOST programme.

Nature of Support:

The Scheme will provide funds for development of infrastructure for teaching and research in terms of acquisition of essential equipment & consumables, networking & computational facilities as also up-gradation of existing instrumentation facilities involved in UG/PG teaching and research along with library facilities. The facilities will support efforts of the Department as a whole and individual R&D support would not be considered under this Scheme. The requirements for the grant are given below.

The support received from the Department of Science & Technology and Biotechnology, Government of West Bengal under BOOST Programme, must be highlighted on the website of the recipient college/university with the declaration that ‘Access to these equipment would be available for teaching purpose to all other Departments/Institutes’.

Duration:

The duration of support for each project will be for a maximum of 3 years. Fund for equipment and other items (except consumables) will be released in the 1st year and all the equipments must be procured in the 1st year. On successful completion of the process for purchase of equipment and submission of Utilisation Certificate along with Statement of Expenditure (audited), sanctioned fund for consumables will be released in the 2nd or 3rd year.

Beneficiary:

Apart from the applicant departments, students from other departments may also avail the facility for their study or research purposes. Students from other universities and colleges should also be allowed to use the facility for academic upliftment.

Type of support: The support will be offered at three levels:

BOOST – I (Colleges with UG courses – for augmenting UG teaching only)

● The funding will be up to Rs. 25 lakhs.
● College must be accredited to any university of West Bengal.
● The minimum number of UG students should be 30 per discipline.
● The minimum number of regular faculty shall be 4 per department (of which 2 should have a PhD/equivalent degree). Guest faculties do not qualify as faculty.
● The individual departments selected should not have received an infrastructure (including equipment)development grant in thelast 3 years of above 25 lakhs (sanction letter to be attached at the time of application).
● Two or more departments may jointly apply but each department should individually meet the eligibility criteria.
● The individual departments selected should not have received any infrastructure (including equipments)development grant from the Department of Science & Technology and Biotechnology (or erstwhile Department of Biotechnology), Government of West Bengal in the last 5 years.

BOOST – II (Colleges with UG & PG courses - for augmenting teaching & research)

● The funding will be up to Rs. 50 lakhs.
● Colleges must be accredited to any University of West Bengal.
● The minimum number of PG and UG students should be 10 and 30 respectively.
● The minimum number of regular faculty shall be at least 4 per department (at least 2 holding a PhD/equivalent degree); preference may be accorded to departments having additional faculty registered for PhD/equivalent degree. Guest faculties do not qualify as faculty.
● Evidence of reasonably high quality teaching and academic research.
● The individual departments should not have received an infrastructure (including equipments) development grant in the last 3years of above 50 lakhs (sanction letter to be attached at the time of application).
● The individual departments selected should not have received an infrastructure (including equipments) development grant from the Biotechnology Branch of Department of Science & Technology and Biotechnology (or erstwhile Department of Biotechnology), Government of West Bengal in the last 5 years.

BOOST - III (Universities - for augmenting teaching & research and for establishing a Center of Excellence in Biotechnology)

● The funding will be up to Rs. 100 lakhs.
● All universities in West Bengal are eligible and UG/PG colleges that can fulfill the below mentioned criteria, may also apply.
● The minimum number of PG students per department shall be 10.
● Preferably three departments per university at a time should apply jointlyfor the scheme; each department should individually meet the eligibility criteria.
● Minimal laboratory facilities should be existing at the time of application.
● Evidence of extra-mural research grants received in the last 3 years.
● Awards received by faculty members of the Department.
● The minimum number of permanent regular faculty members per department shall be at least 4, and all must have a Ph.D/equivalent degree; preference may be accorded to departments having additional faculty registered for Ph.D/equivalent degree. Guest faculties do not qualify as faculty.
● The individual department selected should not have received any infrastructure (including equipments)development grant from any agency in the last 3 years of a value above 50 lakhs (sanction letter to be attached at the time of application).
● The individual department selected should not have received any infrastructure (including equipments)development grant from the Department ofScience & Technology and Biotechnology (or erstwhile Department of Biotechnology), Government of West Bengal in the last 5 years.

Selection:

The selection will be through a peer review mechanism and visit to the Colleges/Universities, ifnecessary.
